The average computer today can be a noisy beast, but it need not
be this way, generally as computers have become faster and more
powerful noise levels have increased somewhat.
The primary source of
the noise is the computer fan, modern computer generate a lot of
heat and to combat this they can have an array of various
cooling fans, other moving parts which also contribute to the
sound levels include, hard drives, CD/DVD drives, poorly made
and designed cases, even the air vents on a poorly constructed
case can make quite a racket if a fan is positioned near to
them.

Your pc should have rubber feet and should not be placed on
anything which may move, as this will generate some vibration,
placing a pc on a hard surface such as a wooden or concrete
floor will again only add to the noise, a thin layer of carpet
or suitable rubber type of mat is the ideal solution.
Always make sure
air flow is not obstructed, this many cause fans to work harder
in systems with thermostats.
Give the inside of the
computer a hoover every so often, this will help to keep it dust
free. It does not take very long for areas around fans to get a
dust/dirt build up if left unattended.
(ensure the hoover end is
plastic and not metal)
Make sure your pc is
switched off and removed from any mains power before opening the
case.
Make sure any components are secure, this includes drives,
cards, even the cables should not just be left hanging.
If there is a buzzing or
cracking sound emanating from the monitor, check the power cable
for a good connection. This can also be a indication of a
problem with the monitor itself.
If you use a modem check the settings, this can be set to
silent.
Use power saving which
is included in all Microsoft Operating systems to make sure your
pc either goes into suspend or hibernation when not used for a

Power saving should always be implemented to some degree as it
will help prolong the life of the pc and associated hardware.
